Cities cannot join wars in any capacity or be used as a proxy group for a PVP clan.
Since a city has war immunity, any city excessively PVPing will lose city privileges if they receive complaints.
During Purge, hotel or city owners cannot raid or rob their own tenants.
Cities can’t post rules that conflict with server rules.
Cities can have peacekeeper turrets outside, but they cannot point at portals.
The staff monitors the city and will remove city claims if owners aren’t doing a good job with the city (no walling off trains, no robbing citizens’ homes, letting houses decay, etc.).
If a player previously owned or was a part of a city clan or hotel that decayed and/or left people homeless, they are not allowed to be in a city clan for one month.
We reserve the right to alter these rules if we find a group attempting to take advantage of city claims.
If any other clan (outside of the city’s own clan) attempts to store clan or individual loot in a shop or building in the city claim, the admin team reserves the right to remove these bases without warning.
Players can only live in one city or in the casino.
Members of the city are allowed to defend the city with force from an attempted robbery.
If a city banishes someone, the player is still allowed to use the portal. The banished player needs to leave the city ASAP and cannot hang out or shop. If they linger, a staff member may tell them they are no longer allowed to use the portal.
Do not use a supply signal in the city claims.
Raiding/KOS/PVP is not allowed in city claim land.
City Evictions
Cities should only raid out of necessity and not for profit. If a city is evicting on a frequent basis, it may warrant staff review which could result in losing city status for the current wipe and potentially future wipes.
Players need to ask permission from the city clan before building on city land.
Cities are considered safe zones so they need a valid reason to evict someone. Breaking this will result in punishment.
Some examples of valid eviction reasons: a person being toxic, a resident stealing from the city, breaking city rules, or building in a spot that prevents city expansion. As with all evictions, they must be posted in Discord prior to raiding.
Cities need to store the loot for 48 hours and make a reasonable attempt to locate the player and return the loot.
City Building Rules
Cities need to have a 5-grid radius from any other city. Cities can bypass the 48-hour no-moving claims rule IF they lose their claim to someone in their 5-grid radius.
Cities need to be at least 5 grids away from any frontiers.
Cities need to build at least 2 grids away from Launch Site and Military Tunnels.
If a city touches a small rad town, a wall is required with no gate so people do not have easy access to the rad town.
To avoid cities becoming too laggy, cities can only prebuild a max of 4 empty homes.
Cities cannot request CS claims. This is to help manage their size and prevent lag. (Note: on RE2, cities may have CS claims.)
Residents are allowed to use electricity and do not have the same limitations as frontiers.
It is required to have at least two members with the City Manager tag in Discord. This gives you access to a special city management channel. Link to channel here.
Let us know you want to be a city prior to putting in your application.
Please confirm your intent to be a city 24 hours before wipe (by 14:00 EST on Wednesday) in the #city-coordination channel. Once the deadline has passed, all groups who have expressed their intention to be a city will be entered into a random draw to determine order of picking claims. This order will be determined by afternoon restart on Wednesday.
Anyone who posts intent to be a city after the deadline will automatically be placed in last place for picking a claim.
Wipe Day Process
According to the order determined, each group will have the ability to select a claim.
If 30 minutes pass and someone hasn’t picked, it skips to the next group on the list.
Pre-selecting a city claim is not considered an official in-game claim – this selection process is to help coordinate between cities and reduce potential city overlap, but does not guarantee your group will get the claim. These are first come, first serve so whoever claims first in the land claims feed channel gets priority. Your group will need to be proactive with logging into the server after wipe to make an official claim.
Cities who have their intended claim taken and are unable to find another suitable claim may be eligible for an admin spawned island to build on.
Sniping someone else’s claim, ignoring the order, or not being courteous to other cities in the #city-coordination channel may result in being removed from the channel and possible suspension from city status.
Cities who are involved in #city-coordination on Discord will take priority over those who do not if two cities (or the casino and a city) are too close to both be eligible for portals.
You must have at least 4 tagged members using the /clan command who are in good standing.
Applying for a city means you are to uphold all official city guidelines until you are either fully accepted or denied.
Build your city and wait to be audited!
Official cities get an icon added to the map, a portal, a recycler, and a drone marketplace.
On the first Monday of the wipe, admins will begin auditing groups that wish to become official cities. You need a minimum of 10 active residents to be eligible to become a city (aka no using alts to boost numbers, etc).
We do not count city staff members as residents.
Our method of choosing cities is by flying to each one, counting the total of active and sleeping players there, and comparing all cities. Sleepers from the same IP don’t count since we don’t want people cheesing the system with alts. We also don’t announce what time we’re doing our inspections to avoid people having people stay during a certain time to boost numbers.
Please wait until Monday to reach out to admins regarding getting a portal.
New cities who are unaware of all of the rules may be shown leniency.
During wipes with less cities applying, the admin team may be more lenient in evaluating cities for portal eligibility.
Misc. Information
Cities get a resource kit for the second wipe of the month to help them set up the city. City Council needs to track how many players are living in a city at the end of wipe 1. They will need to provide this list to the admins so we can give the resource kit. We suggest that you post this list in #city-coordination on wipe day.
To get your city icon added to the map, use the command /claim after you have already received a portal and select city.
