Special Rules & Information


While the Full Rules cover general gameplay expectations, this section outlines specific rules for unique aspects of Rust Empires. Whether you’re engaging in city life, testing your luck at the casino, hunting bounties, surviving the purge, or navigating no-claim wipe cycles, these guidelines ensure fair and balanced gameplay.

Make sure to review these rules before participating in these activities to avoid any misunderstandings or rule violations.

Rust Empires 2 Differences

Rust Empires Two (RE2) Overview

Due to the high player volume on Rust Empires Main (RE1), we launched a second server: Rust Empires Two (RE2). This server is designed to be more automated and offers a different gameplay experience from RE1. Below are the key differences and rules specific to RE2.


Main Differences Between RE1 and RE2

  • PvP Restrictions:

    • On RE2, players cannot damage each other outside of PvP domes.
    • PvP is strictly limited to designated areas.
  • Raiding is Whitelist-Only:

    • Players must confirm they understand the rules and have played for a while.
    • Once approved, they will be added to the raid whitelist to legally evict other players.
    • Apply for whitelist here.

Rust Empires Two Specific Rules

  • Inactive Time:

    • RE2 considers a player inactive after 5 days of absence (as opposed to 4 days on RE1).
  • Banishments:

    • Since PvP is restricted outside of domes, banished players must stay out of the land they were banished from.
    • Ignoring a banishment may result in a server ban.
  • Build Restrictions:

    • RE2 has no strict build limits like RE1.
    • However, if your build is excessive and the community votes against it, you may be forced to downsize.
    • Land Claiming:

      • Solo players can claim land anywhere on RE2, unlike RE1 where they are limited to Mini Claims.
    • City & Casino Requirements:

      • City Status: Only 2 members are required to apply for city status (as opposed to 4 on RE1).
      • Casino Claim: Only 1 clan member is needed to apply for a casino claim.

    City Rules & Info

    General City Rules

    • Any city excessively PVPing may lose city privileges if they receive complaints.
    • During Purge, hotel or city owners cannot raid or rob their own tenants.
    • Cities can’t post rules that conflict with server rules.
    • Cities can have peacekeeper turrets outside, but they cannot point at portals.
    • The staff monitors the city and will remove city claims if owners aren’t doing a good job with the city (no walling off trains, no robbing citizens’ homes, letting houses decay, etc.). 
    • If a player previously owned or was a part of a city clan or hotel that decayed and/or left people homeless, they are not allowed to be in a city clan for one month.
    • We reserve the right to alter these rules if we find a group attempting to take advantage of city claims.
    • Players can only live in one city or in the casino.
    • Members of the city are allowed to defend the city with force from an attempted robbery.
    • If a city banishes someone, the player is still allowed to use the portal. The banished player needs to leave the city ASAP and cannot hang out or shop. If they linger, a staff member may tell them they are no longer allowed to use the portal. 
    • Do not use a supply signal in the city claims.

    City Evictions

    • Cities should only raid out of necessity and not for profit. If a city is evicting on a frequent basis, it may warrant staff review which could result in losing city status for the current wipe and potentially future wipes.
    • Players need to ask permission from the city clan before building on city land.
    • For evictions, cities need to store the loot for 48 hours and make a reasonable attempt to locate the player and return the loot.

    City Building Rules

    • Cities need to have a 5-grid radius from any other city. Cities can bypass the 48-hour no-moving claims rule IF they lose their claim to someone in their 5-grid radius.
    • Cities need to be at least 5 grids away from any frontiers. 
    • Cities need to build at least 2 grids away from Launch Site and Military Tunnels.
    • If a city touches a small rad town, a wall is required with no gate so people do not have easy access to the rad town.
    • To avoid cities becoming too laggy, cities can only prebuild a max of 4 empty homes.
    • Cities cannot request CS claims. This is to help manage their size and prevent lag. (Note: on RE2, cities may have CS claims.)
    • Residents are allowed to use electricity and do not have the same limitations as frontiers.

    Preparing for Wipe Day

    1. Make sure you are connected to the Discord.
    • It is required to have at least two members with the City Manager tag in Discord. This gives you access to a special city management channel. Link to channel here.
    1. Let us know you want to be a city prior to putting in your application.
    • Please confirm your intent to be a city 24 hours before wipe (by 14:00 EST on Wednesday) in the #city-coordination channel. Once the deadline has passed, all groups who have expressed their intention to be a city will be entered into a random draw to determine order of picking claims. This order will be determined by afternoon restart on Wednesday. 
    • Anyone who posts intent to be a city after the deadline will automatically be placed in last place for picking a claim.

    Wipe Day Process

    • According to the order determined, each group will have the ability to select a claim. 
    • If 30 minutes pass and someone hasn’t picked, it skips to the next group on the list.
    • Pre-selecting a city claim is not considered an official in-game claim – this selection process is to help coordinate between cities and reduce potential city overlap, but does not guarantee your group will get the claim. These are first come, first serve so whoever claims first in the land claims feed channel gets priority. Your group will need to be proactive with logging into the server after wipe to make an official claim.
    • Cities who have their intended claim taken and are unable to find another suitable claim may be eligible for an admin spawned island to build on.
    • Sniping someone else’s claim, ignoring the order, or not being courteous to other cities in the #city-coordination channel may result in being removed from the channel and possible suspension from city status. 
    • Cities who are involved in #city-coordination on Discord will take priority over those who do not if two cities (or the casino and a city) are too close to both be eligible for portals.

    Becoming an Official City

    1. Once you have your claim, submit a City application here.
    • You must have at least 4 tagged members using the /clan command who are in good standing.
    • Applying for a city means you are to uphold all official city guidelines until you are either fully accepted or denied.
    1. Build your city and wait to be audited! 
    • Official cities get an icon added to the map, a portal, a recycler, and a drone marketplace. 
    • On the first Monday of the wipe, admins will begin auditing groups that wish to become official cities. You need a minimum of 10 active residents to be eligible to become a city (aka no using alts to boost numbers, etc).
    • We do not count city staff members as residents.
    • Our method of choosing cities is by flying to each one, counting the total of active and sleeping players there, and comparing all cities. Sleepers from the same IP don’t count since we don’t want people cheesing the system with alts. We also don’t announce what time we’re doing our inspections to avoid people having people stay during a certain time to boost numbers. 
    • Please wait until Monday to reach out to admins regarding getting a portal.
    • New cities who are unaware of all of the rules may be shown leniency.
    • During wipes with less cities applying, the admin team may be more lenient in evaluating cities for portal eligibility.

    Misc. Information

    • Cities get a resource kit for the second wipe of the month to help them set up the city. City Council needs to track how many players are living in a city at the end of wipe 1. They will need to provide this list to the admins so we can give the resource kit. We suggest that you post this list in #city-coordination on wipe day. 
    • To get your city icon added to the map, use the command /claim after you have already received a portal and select city.
    Casino Rules & Info

    Every month, a group of 3 or more players pitch their idea for a casino and players vote on who gets to host it.

    Make sure to submit your Casino application by Tuesday at 14:00 EST (48 hours before the first wipe of the month) in case multiple groups are applying and a vote needs to be held.

    Voting will be open for 24 hours on Tuesday at 14:00 EST and on Wednesday the winning casino will be selected.

    If no casino applies by the deadline, groups are welcome to apply but cities will get priority in picking land claims.

    You cannot run casino two months in a row.

    Note: If a group declines to run a casino during the second wipe of the month, another group may apply.

    General Casino Rules

    • Casinos cannot join wars in any capacity or be used as a proxy group for a PVP clan.
    • Since a casino has war immunity, any casino excessively PVPing will lose casino privileges if they receive complaints.
    • During Purge, casino owners cannot raid or rob their own tenants. 
    • Casinos can’t post rules that conflict with server rules.
    • Casinos can have peacekeeper turrets outside, but they cannot point at portals.
    • The staff monitors the casino and will remove casino claims if owners aren’t doing a good job with the casino (no walling off trains, no robbing citizens’ homes, letting the casino decay, etc.).
    • If a player previously owned a casino that decayed and/or left people homeless, they will not be allowed to run the casino the following wipe.
    • We reserve the right to alter these rules if we find a group attempting to take advantage of casino claims.
    • For the purposes of evictions, casinos follow the same rules as normal clans. 
    • Players can only live in one city or in the casino, not both. 
    • Members of the casino are allowed to defend the city with force from an attempted robbery.
    • If a casino banishes someone, the player is still allowed to use the portal. The banished player needs to leave the casino ASAP and cannot hang out or shop. If they linger, a staff member may tell them they are no longer allowed to use the portal. 
    • Do not use a supply signal in the casino claim.
    • Raiding/KOS/PVP is not allowed in casino claim land.

    Casino Building Rules

    • Casinos need to build at least 2 grids away from Launch Site, Military Tunnels, and any cities.
    • If a casino touches a small rad town, a wall is required with no gate so people do not have easy access to the rad town.
    • To avoid casinos becoming too laggy, casinos can only prebuild a max of 4 empty homes.
    • Casinos cannot request CS claims. (Note: on RE2, casinos may have CS claims.)
    • New casinos who are unaware of all of the rules may be shown leniency during their first wipe.

    Creating a Casino

    To enter the running for the Casino, you simply go to the link below and fill out the information. Pictures/videos are helpful and do a better job at convincing players why you should be selected. The Casino cannot be in a city and it should be located 2 grids away from any cities and frontiers since it does get a teleporter.

    Preparing for Wipe Day

    1. Make sure you are connected to the Discord.

    • It is required to have at least one member with the Casino Manager tag in Discord. This gives you access to a coordination channel. Link to channel here.

    2. Submit your application.

    • Make sure it is submitted no later than 48 hours before the first wipe of the month. 
    • If multiple groups apply, voting will take place between Tuesday and Wednesday prior to wipe.
    • Once 14:00 EST on the Wednesday before wipe has passed, all clans interested in being a city as well as the casino will be entered into a random draw to determine the order of picking claims. 
    • If the casino applies after the Tuesday deadline they will not be able to participate in the claim selection coordination and will not get priority for portals in the case of being too close to a city. In the case of being too close to a city, they can move within the first 48 hours.

    Wipe Day Process

    • If the casino has their intended claim taken and are unable to find another suitable claim may be eligible for an admin spawned island to build on.
    • Sniping someone else’s claim, ignoring the order, or not being courteous to the cities in the #city-coordination channel may result in being removed from the channel and possible suspension from casino status.
    • Groups who are involved in #city-coordination on Discord will take priority over those who do not if a city and casino are too close to both be eligible for portals.

    Games Added by Admins

    If you are selected to host the casino, admins will create casino games where you tell us to place them. You simply have to reach out to the team when you are ready. The plugin for each game eats the scrap involved and you do not get a cut.

    For new casinos, it is suggested to plan for some combination of 4-6 slot machines, 1 spinning wheel, 1-3 poker tables, and 1-3 blackjack tables.

    Slot Machines

    The slot machine is the same one available for use at Bandit Camp. It can be easily placed in narrower locations as it does not take up a lot of space. It does not require a chair or anything additional to use.

    We are able to spawn the spinning wheel from the bandit camp. It can be placed on the floor or on the wall. It requires a 2×2 grid to be placed in. Players will need to sit in chairs and interact with the betting terminal in front of them to use the wheel. If you would like specific chairs, please be prepared to supply them. The wheel will not work until the server has restarted.

    Card Tables

    We are able to add the card table to allow you to play poker. You do not need to supply the table and chairs. Although the six chair table is standard, we also have four, three, and two chair tables that can be placed.

    We are also able to spawn in the blackjack machine. This allows up to three players to play at a time. No additional furniture is needed to play.

    Casino may also have a recycler added if they wish.

    Portal

    If selected, the Casino is eligible for a teleporter. Simply pick a location for new arrivals to teleport in and also a place for the teleporter that goes to the portal room. Make sure the teleporter out is clearly marked so people can find it when they are leaving the casino.

    Bounty Hunting

    Requirements to become a hunter:

    • To become a bounty hunter you need to talk to the NPC Boba in the hub and take a quiz of these rules. If you pass, you will be granted access to the bounty hunter role.
    • Clans are allowed to have one member be a bounty hunter per wipe. It can’t be changed mid-wipe.
    • You can’t team up with other bounty hunters. All hunts are solo.
    • Hunters cannot go after their friends (friends can place bounties on each other for fun). Friend includes people in clan, alliance, you hang out with, you PVP with, etc. We don’t want people using bounties as a way to bypass our PVP rules.
    • Your in-game name must match your discord name so people know who is a current bounty hunter.

    Bounty Board (discord channels)

    • Open bounties are available to all bounty hunters
    • In the #bounty-board channel (where bounties are posted) the hunter must check off a bounty once they complete it.

    Creating a Bounty

    • A person can only be targeted once per wipe. Unless the target allows multiple bounties with the /multiplebounties command
    • A group is allowed to post 3 bounties per wipe (The limit is only 3 for non-anonymous, you can place countless anonymous bounties, this is to avoid drama)
    • Targets get one hour’s notice before a bounty becomes active
    • Bounties placed maliciously may be invalidated by staff.
    • The HQM used to purchase the bounty should never be returned to the owner by another player. If we find out that someone placed a bounty and a friend killed them, then returned the HQM – both will be charged as an illegal kos.

    Hunting a target

    • You need to verify you have the right person. If you kill the wrong player you will lose your bounty hunter license. If sniping, use binoculars and verify it is them via the contact system.
    • If you are in a clan, you can’t have clanmates hunt with you or help you locate your target.
    • No hunting in the hub/dungeons/public events.
    • The hunter should never split the HQM with the hunted or the person who created the bounty.
    • You can only kill in frontiers/cities if no one else is around (excluding clan mates) and you are using a silencer (we don’t want people to see it and think it’s a KOS).
    • The target should spawn with all of their items. If the plugin fails and the player is able to be looted or if items are somehow dropped, the hunter must hold loot until the person can come back. You can defend the body from other players.
    • Hunter needs to keep open slots so they can retrieve as much loot as possible.
    • A hunter only gets one chance at a target. If the hunter dies, they can no longer hunt that player.
    • Hunter must go to Discord immediately to check off bounty in the #bounty-board channel and confirm the kill in the #completed-bounties channel.
    • If you kill a target at their base and the door is left open, you are not allowed to loot that base. You must defend that entrance so no one else can enter.

    Rules for the target/hunted

    • If you are the target of a bounty, you can fight back after the hunter attacks or if you catch the bounty hunter sitting outside of you or your ally’s house (in claimed land, not city or frontier land).
    • If the target is naked it doesn’t count.
    • Friends of the target can’t defend.
    • If the target dies to the hunter, they can’t come back to fight.

    After reading the bounty hunting rules, you can speak with the bounty hunter NPC, Boba, located in the hub. He will give you a quiz and if you pass, you become a bounty hunter.

    No Claims Wipes

    We sometimes have Event Wipes where there are no land claims. Since you won’t be able to claim land, you may find yourself with closer neighbors and a smaller spot than usual. During Event Wipes with no land claims, these following rules take effect:

    General Rules

    • Banishments still apply. If you find yourself banished, or you have banished others, use your head. Don’t linger around each other’s bases.

    Raiding Rules

    • Since there are no claims, “Evictions on your land” do not apply.
    • Inactive Evictions, Auto Inactive Raids, City Evictions, and Decaying Base Evictions still apply; follow normal wipe rules.
    • Raiding is still allowed in KOS zones, unclaimed land, and conclave land; follow normal wipe rules.

    Build Restrictions

    • Players are limited to 1 base (with a max of 4 TCs)
    • A clan can have 1 extra base for every 3 players.
    • If someone wants an extra RP base, make an RP exception
    • Building Restrictions still apply, and some are more strict due to the nature of wipes with no claims.
    • Cities can have multiple TCs to avoid having one whole city on a single TC
    • Close to Train Stations, normal Frontier building, heli, and airdrop restrictions still apply.
    The PURGE

    What is THE PURGE?

    Since all items and progress are removed when the server wipes, Rust Empires hosts the purge once per wipe where players are encouraged to use up all of the items they have acquired throughout the month. Instead of letting everything go to waste, all KOS and raiding rules are lifted and players can roam around the map using up all of the ammo, explosives, and medical supplies. 

    See that really nice base? It might be fun to use up your C4 and watch it collapse. Someone get on your nerves all month? Grab your gear and go show them how you really feel. Everything will be gone the next day, so have fun and don’t take anything too personally. 

    Didn’t have time to farm any gear or weapons? That’s okay. We provide a /kit purge that includes some starter weapons, armor, and medical supplies. It doesn’t include anything too good since we want to reward people who played all wipe, but it gives new folks a decent chance.

    Preparing for purge

    • Turrets and SAM sites can be powered and outside 24 hours before purge but they cannot have ammo in them.
    • Players in frontier can start placing high walls around their base the day of purge.
    • The limit of 40 walls is lifted the day of purge.
    • Players can purchase vehicles using the license command.
    • Players can purchase supplies at the quest vendor prior to purge beginning. Vendor is removed at the start of purge.
    • Players are not allowed to pre-build raid bases on other lands (friendly or foe) until after the purge has started.

    FTP admins will run a one-time command that mass deletes all entities that can cause lag. This list includes the following:

    • Christmas lights
    • Signs
    • Rugs
    • Disco items
    • Industrial/electric lights
    • Water catchers
    • planters
    • Search lights
    • Neon signs
    • Chinese Lanterns
    • Photo frames.

    Running this command will cause about two minutes of lag but once it has been completed, server performance improves drastically.

    Rules for purge night

    • KOS is allowed everywhere.
    • Raiding is allowed everywhere.
    • We have a roaming limit of 8 players to keep things fair. A session ends when ALL players in the roam group go back home, at that point they can change their roster. No changing roster on the fly.
    • If you go to a fight with the intention of only attacking one party, that is considered a cease fire with other parties you don’t attack. You need to count those people towards your 8 person max.
    • For defending clan land, we have a 8 person limit for clans.
    • For defending cities, cities do not have a limit and can have as many defenders as they want.
    • If you are coming from somewhere else to “defend” you are attacking, not defending and do need to follow the limit.
    • All rules about player behavior are still in effect. Don’t be toxic, trolls, or rude. Just have fun.
    • Loot sharing rules are lifted during the purge. Friends are allowed to share loot.
    • Code raiding is still illegal during purge. If you want to enter a base, use explosives.
    • Despawning loot is illegal. 
    • Don’t grief people’s base when raiding.
    • Once the raider reaches the TC, they now own the base and can build defenses to prevent a counter-raid (this does not include wall spam, that is griefing).
    • Do not use /remove tool during purge. Remover is still only for fixing building mistakes.
    • Supply drops can be dropped anywhere
    • Since fireworks can cause lag, please don’t use fireworks during purge.
    • Hotel or city owns can NOT raid or rob their own offline tenants. If they try to fight you, then it is okay to raid them.
    • TC/Loot can be hidden but /remove can’t be used to reach.
    • Players can’t place banishments during the purge. If someone is being toxic, report it to staff and record all evidence and it will be addressed.
